Decisions:
1. Though careful deliberation we selected the city of Victoria as the community from which we will draw members for our first Wisdom Council. Victoria is the commercial centre and most populous of four core municipalities in the Capital Regional District. We will communicate our results to the greater Victoria area. All conveners live, work and/or do business in Victoria.
2. We will seek certification with Wise Democracy and follow the 12 principles as set out by Jim Rough.
---Dan Doherty

Following notes by Caspar.

Present: Forbes, Jack, Philip,Sonya, George, Caspar. Colin, Rick
Binns (for the first time) Brigitte, Dan, Diane. Arifin checked in
but could not stay.

Dan facilitated the meeting.

Reports:

Brigitte/Philip/Caspar described their meeting with Ray Rogers,
principal of Brentwood Middle School, who is interested in a Wisdom
Council, which he sees as a novel way to get genuine feedback about
what is on students' minds.

Sonya had information on the boundaries of Fernwood.

Philip had contacted two possible funding sources with no definitive
results so far.

Diane had talked to her friend at Esquimalt High, who had not
received much support from the administration.

Dan had had a long phone conversation with Jim Rough. Dan found Jim
passionate about the principles of the Wisdom Council, and very much
aware that it is an experiment. "The 12 Principles are firmly written
in pencil." Wise Democracy has a board meeting coming up at which
they will discuss the criteria and fees for registration as an
official Wisdom Council.

Discussion: Since we are guinea pigs, evaluation after the fact will
be an important step. A poli sci student might be interested in evaluation.

There was some discussion of, and discomfort with the name "Wisdom
Council." Brigitte suggested "Community Consciousness Council" but it
accepted that we have to use Jim's term if we want to be certified.

After discussion of the geographical area from which to select people
for our Wisdom Councils, we did 5 polls using the 1-5 gradient, on which we rated
questions from 1 (Opposed) to 5 (strongly in favour):

1. The City of Victoria
1-1
2-1
3-4
4-0
5-4

2. Using one neighbourhood
1-2
2-3
3-1
4-3
5-1

3. All four core municipalities
1-6
2-1
3-0
4-1
5-2

4. City of Victoria (again)
1-1
2-0
3-2
4-1
5-6

Sonya noted that this vote showed that if you gave peope a chance to
exprress what they really feel, they are willing to compromise.

5. A neighbourhood (again)
1-5
2-0
3-0
4-4
5-1

Brigitte had to leave right after this vote. After she left, we had a
show of hands on "City of Victoria". There were 8 1/2 Yes hands and
1/2 no hand (go figure) so it was decided that our Wisdom Councils
would focus on the City of Victoria.

Next meeting: Saturday February 3 at 10:00, location tba.
